Summary

The Ministry of Interior Police Complaints Panel (ZNPPol Part IV) is a statutory civilian-inclusive body that adjudicates all complaints alleging human-rights violations by police officers. Panels consist of one authorized Ministry representative (head) plus two civilian public representatives, nominated by NGOs, expert organisations and local communities, and appointed by the Minister for four-year terms. A rapporteur (ordinarily a Ministry official) independently investigates complaints with statutory access to BWC footage, GPS data, voice-logging recordings, dispatch records, and police files. In serious use-of-force cases (firearms, grievous injury, death, torture allegations), the complaint proceeds directly to a panel without prior conciliation. Panel decisions are final; where a complaint is upheld, findings are referred to the police unit head and the Ministry may bring a disciplinary motion to the Director General. Semi-annual and annual complaint reports are published on the Ministry website.
