Summary

The Úrad inšpekčnej služby (Bureau of the Inspection Service, ÚIS) was established as a separate part of the Police Force with nationwide jurisdiction by Act No. 6/2019 Z.z., which amended Act No. 171/1993 Z.z. on the Police Force. The ÚIS detects, investigates, and conducts expedited investigations of criminal offences committed by members of the Police Force, the Prison and Court Guard Corps (ZVJS), and the Financial Administration (customs). The director — who must be a sworn Police Force member with at least 10 years of relevant experience — is appointed by the government on the Interior Minister's proposal following a public hearing before the parliamentary Defence and Security Committee; the term is four years and the same person may serve at most two terms. The director is accountable to the government and is subordinate to the Interior Minister. Removal grounds are enumerated (loss of citizenship, criminal conviction, party membership, etc.), making removal effectively for-cause. The ÚIS does not have a separate state budget chapter; its funding flows through the Interior Ministry's budget. As a criminal investigative body operating under the Code of Criminal Procedure, the ÚIS has full access to files, records, and evidence, and may compel witness testimony with police assistance. The office is staffed exclusively by sworn police officers; there is no civilian composition requirement. The ÚIS does not impose administrative discipline directly — upon completing a criminal investigation, the case is referred to the public prosecutor; any dismissal flows from service law consequences of criminal conviction, not from a direct ÚIS discipline power. Annual criminal-activity reports covering PZ, ZVJS, and FS are published as press releases but are not a statutory requirement.
