Summary
The Comité Sénégalais des Droits de l'Homme (CSDH) was reconstituted by Loi 2020-04 of 8 January 2020, replacing the earlier 1997 Comité Consultatif National des Droits de l'Homme. As a Paris Principles-compliant National Human Rights Institution (NHRI), the CSDH monitors the human-rights situation across Senegal, including conditions of detention, police conduct, and treatment of persons in custody. It receives individual complaints, conducts investigations, and formulates advisory recommendations to the executive and legislature. The committee has no binding discipline authority over law enforcement, but its findings can be transmitted to prosecutorial authorities. Membership is pluralist and civilian-dominated under the statute.
