Summary

SAPO (Specialized Anti-Corruption Prosecutor’s Office) was originally an internal unit of the Prosecutor General’s Office, reconstituted as an independent legal entity by the Law of 8 December 2023 (in force 21 March 2024). The head (Specialized Anti-Corruption Prosecutor) is selected through an independent competition commission for a 5-year term removable only for cause. SAPO supervises procedural compliance of all NABU pre-trial investigations, maintains state prosecution in the High Anti-Corruption Court, and may represent the state in related civil proceedings. Access to all NABU case files is statutory; SAPO cannot independently initiate investigations or compel testimony outside NABU cases. In July 2025 the Rada briefly subordinated SAPO to the Prosecutor General but reversed course under public pressure, restoring SAPO’s independence in August 2025.
