Summary

NABU was established by Law 1698-VII (14 October 2014) as a specialized law-enforcement body targeting high-level corruption. Its Director is selected by an independent competition commission that includes international experts with decisive votes, and serves a 7-year non-renewable term removable only for cause. NABU has 246 detectives appointed by open competition; all positions (except deputy directors) filled competitively. The Bureau has full investigative powers including covert surveillance, access to financial and communications records, and cooperation with foreign law enforcement (FBI MoU). NABU investigates corruption by senior law-enforcement officials but does not independently investigate use-of-force cases — such referrals go to DBR. NABU cases are prosecuted by SAPO.

Jurisdiction scope

Investigates corruption offences by high-ranking officials exercising state or local-government functions, including senior law-enforcement leadership, judges, prosecutors, and officials in categories 1–2 of public service, where the offence constitutes a threat to national security.
