CLEST establishes minimum selection and training standards for all Arkansas law enforcement officers, and may revoke or suspend officer certification after written notice and a hearing. The 10-member commission is appointed by the Governor with Senate advice and consent; members include two police chiefs, two county sheriffs, one State Police officer, one criminal justice educator, and approximately two public members.
