Summary
KS-CPOST certifies and decertifies all peace officers in Kansas. Its 12 members include the KHP superintendent, KBI director, three sheriffs, three police chiefs, a training officer, a commissioned officer, a prosecutor, and one civilian public-at-large member appointed by the governor as chairperson. The commission has subpoena authority and may compel agencies to produce all records including recordings. Grounds for decertification include felony convictions, domestic violence misdemeanors, dishonesty, biased policing, and unprofessional conduct. Decertification is binding on the employing agency. Disciplinary proceedings follow the Kansas Administrative Procedure Act with judicial review available.
