Summary
The Vermont Criminal Justice Council (VCJC) is Vermont's combined POST/decertification body, established by 20 V.S.A. § 2351. Its 24 members include law enforcement commissioners and association representatives alongside seven civilian public members appointed by the Governor who may not be current or former sworn officers. The Council sets statewide training standards and adjudicates unprofessional-conduct charges — it may impose binding sanctions including certification suspension or permanent revocation (§ 2406). Use-of-force complaints are referred to employing agencies for investigation; the Council reviews investigative findings and may decertify. For officers who resign mid-investigation, the Council may investigate independently. Proceedings follow the Vermont Administrative Procedure Act. Annual reports are required to House and Senate Judiciary, Government Operations, and related committees.
