Summary
The 15-member LESB (attached to the Wisconsin DOJ under §15.255) is the statewide POST-equivalent decertification authority for all law enforcement, tribal law enforcement, jail, and juvenile detention officers. Composition: 7 LE representatives (including at least one sheriff and one police chief), 1 DA, 2 local government officials, and 1 public-citizen member (appointed by the governor via Wis. Stat. §15.08 default, 4-year staggered terms), plus 3 ex-officio state officials and 1 advisory non-voting FBI SAC. Under §165.85(3)(cm) the board may decertify officers who resign in lieu of termination, are terminated for just cause, are convicted of felonies or domestic-violence offenses, falsify certification records, or violate board rules. Decertification proceedings follow Chapter 227 (APA) administrative hearing procedures. No independent UOF investigative function; evidence access is limited to certification and employment records voluntarily submitted or obtained through Ch. 227 hearing process.
