Summary
The Haute Autorite pour la transparence de la vie publique (High Authority for Transparency in Public Life) was created by loi 2013-907 du 11 octobre 2013 in response to the Cahuzac affair. Its President is appointed by the President of the Republic after consultation with the presidents of the National Assembly and the Senate and the Vice-President of the Conseil d'Etat; other members are appointed by the presidents of the Republic, the National Assembly, and the Senate. The President of the HATVP serves a single non-renewable 6-year term and may not be removed before its expiry. The HATVP receives mandatory asset and interest declarations from approximately 16,000 elected officials and senior public servants, verifies their accuracy, and publishes them for most senior officials. Under the loi, the HATVP has statutory powers to summon individuals, request documents, and access all relevant records, including tax information. Annual activity reports are submitted to the President of the Republic and Parliament and made public.
