The 国家公務員倫理審査会 (National Public Service Ethics Board) was established under the 国家公務員倫理法 (National Public Service Ethics Act, Act No. 129, 1999) and is administratively attached to the National Personnel Authority (人事院, National Personnel Authority). The Board is composed of five members appointed by the Cabinet for renewable 3-year terms; members may be removed only for cause. The Board is responsible for establishing and enforcing the ethics code for national public servants: it receives reports of gifts and entertainment, investigates alleged violations of ethics rules, makes disciplinary recommendations, and publishes summary reports on ethics rule violations and disciplinary outcomes. It does not have independent subpoena or compel-testimony powers. Annual ethics reports are published and submitted to the Diet.
