Summary
The Defensoría del Pueblo of Panama is constitutionally established under Articles 129A-129H of the Constitución Política (added in the 1994 constitutional reform) and governed by Ley Orgánica No. 7 of 27 January 1997. The Defensor del Pueblo is elected by the National Assembly by an absolute majority for a five-year non-renewable term. The Office investigates complaints of violations of fundamental rights and freedoms by public authorities, issuing non-binding recommendations. Annual reports are submitted to the National Assembly and published. The Defensoría also conducts monitoring of human rights compliance and publishes thematic reports.
