Summary

The Agenția Națională de Integritate (National Integrity Agency, ANI) is an autonomous administrative authority with legal personality, established by Law No. 144/2007 as Romania became the first EU member state to create a specialized institution for verifying wealth declarations, conflicts of interest, and incompatibilities. The ANI President and Vice-President are appointed by the Senate for a single non-renewable four-year mandate following a competitive selection process organized by the National Integrity Council; appointment is non-renewable, designed to protect operational independence. Integrity inspectors within the agency enjoy independent authority in exercising their duties. ANI verifies asset and interest disclosures of all public officials — including members of Parliament, ministers, judges, and local elected officials — and refers findings to courts and prosecutors for enforcement. The agency publishes annual reports and case statistics publicly. In over a decade of operation, ANI has finalized thousands of investigations identifying incompatibilities, conflicts of interest, and cases of unjustified wealth.
