Summary
The Procuraduría para la Defensa de los Derechos Humanos (PDDH) is El Salvador's national human rights ombudsman institution, established under Article 194 II of the 1983 Constitución and governed by its organic law (Decreto 183/1992). The Procurador para la Defensa de los Derechos Humanos is elected by the Asamblea Legislativa by a qualified majority of two-thirds of the elected deputies for a three-year term that is renewable. Candidates must be Salvadoran, secular, over 35 years old, hold a university degree, and have a recognized trajectory in human rights promotion and defense. The PDDH investigates complaints against state authorities for human rights violations, issues recommendations and censures (which carry public but not legal force), and promotes human rights education. It operates independently of any other state authority. Annual reports are presented to the Asamblea and published.
