Summary
The PTSC is an independent commission within DPSCS (Pub. Safety §3-202) with mandatory authority to suspend or revoke police officer certifications for use-of-force violations, felony conviction, or serious misconduct (§3-212). Decertification is binding and judicially reviewable. The Commission has 20 members: 11 ex officio law enforcement leaders and 9 Governor-appointed members of whom 6 must be civilians without law enforcement ties (§3-203). It maintains a statewide decertification database and sets mandatory training standards.
