Summary
CPOC was established in 2021 by Philadelphia City Council (Phila. Code Ch. 21-1200), replacing the Police Advisory Commission. Nine compensated civilian commissioners — all Philadelphia residents — are selected by a nominating panel and appointed by the Mayor and City Council. Current or former PPD officers and FOP members are expressly prohibited from serving. CPOC conducts independent investigations of civilian complaints, has subpoena power, and receives the same access to PPD files (including internal affairs and personnel records) as PPD's Internal Affairs Division. Disciplinary recommendations are advisory, but the police commissioner must respond in writing within 30 days if rejecting any recommendation. Budget is set by City Council annual appropriation.
