Pittsburgh Citizen Police Review Board

Summary

The Pittsburgh CPRB was created by citizen ballot initiative and established by city ordinance in 1997 under Pittsburgh Home Rule Charter § 228. Seven city residents serve as board members; no current or former city employees may serve. Three members are appointed directly by the Mayor; four are appointed from a City Council nominee list. The CPRB has full subpoena power over documents and testimony, including OMI files, department management files, personnel files, use-of-force reports, and early-warning system data. Disciplinary recommendations are advisory — the Mayor and Police Chief retain final authority — but failure by an officer to cooperate constitutes an act of misconduct under Bureau rules. Budget is appropriated by City Council.
