Summary
The Texas Commission on Jail Standards (Tex. Gov't Code Ch. 511) sets standards and enforces compliance for all county jails in Texas. Nine members are appointed by the governor with Senate advice and consent: two sheriffs (one from a large county, one from a small county), one county judge, one county commissioner, one licensed physician, and four public members — giving a civilian majority. The commission has full statutory access to county jail records, facilities, and data; subpoena power to compel witnesses and documents; and graduated enforcement authority up to binding orders under Sec. 511.012. Sheriffs must report use-of-force incidents monthly, but the commission itself refers such matters for investigation rather than independently investigating them.
