Summary
The Institución Nacional de Derechos Humanos y Defensoría del Pueblo (INDDHH) is Uruguay's national human rights institution and ombudsman, created by Ley N° 18.446 (2008) as an autonomous and decentralized body of the Legislative Power. It is governed by a five-member Consejo Directivo elected by the General Assembly by a two-thirds vote of all components for five-year terms, renewable once. The INDDHH operates with complete autonomy and may not receive instructions from any authority. It investigates complaints about human rights violations, monitors Uruguay's compliance with international human rights treaties, promotes human rights education, and may produce thematic reports and public recommendations. The institution holds A-status accreditation from the UN Global Alliance of National Human Rights Institutions (GANHRI). Annual reports are presented to the General Assembly and published. The INDDHH also functions as Uruguay's national preventive mechanism under the Optional Protocol to the Convention against Torture (OPCAT).
